Portrait of a Graduate
Title 1
Title I is a federally funded program authorized under the Elementary and Secondary Education Act. As stated on the Massachusetts Department of Education website, Title I "provides financial assistance to districts and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards." Each year, school districts must evaluate each of their schools on the basis of poverty levels and use that data, following federal regulations, to select Title I Schools. The funds then are used in those schools to provide supplemental education services to students.
The Title I program targets students who will benefit from supplemental classroom support and/or small group instruction either inside or outside of the classroom. Title I services are provided in cooperation with Title I and classroom teachers who meet the highly qualified requirements of No Child Left Behind. Your child’s progress in the Title I program will be monitored throughout the year and communicated to you by the Title I teachers.
A key component of the Title I program is the home/school collaboration. Your involvement is desired and encouraged. You will be notified when we have our Title I Parent/Student events. Your attendance at our workshops and events is highly valued.

Monomoy Regional School District Report Card
February 2026
Every year, each public school and school district in Massachusetts receives a report card from the Department of Elementary and Secodnary Education. Just as your child’s report card shows how they are doing in different subjects, this report card is designed to show families how our schools are doing in different areas. Our district and school report cards are available on the DESE website.
The report card includes multiple measures of a school’s performance – more than just MCAS scores. It represents a new way of looking at school performance, by providing information on student achievement, teacher qualifications, student learning opportunities, and more.
Report cards are designed to be useful tools for everyone connected to our school. Families can use the information to have meaningful conversations with us about what the school is doing well and where there is room for improvement. Community and education leaders can use the information to better understand how to support students and our school.
You will notice on our report card, some successes are:
- 63.4% of Monomoy students complete at least one digital literacy or computer science course compared to only 38.6% for all of the MA districts;
- 84.5% of Monomoy students completed at least one arts course, including visual art, music, theater, dance, and general arts, similar to MA districts at 81.7%;
- Monomoy’s attendance rate remains stable at 93.9% of days students are in attendance, with a chronic absenteeism rate of 15.3% (3.5% below MA district rates).
To improve student performance in our schools, Monomoy Regional School District continues to complete action steps identified in our ambitious 2024-2028 Strategic Plan. The strategic plan continues to guide the operation of our schools, focusing on three goals with multiple action steps: professional development, curriculum planning, and family engagement. The three priority goals are:
- Portrait of a Graduate Implementation
- Learning and Academics
- Being and Wellness.
Additionally, each school has a school council that has developed its own Schoolwide Improvement Plans (SIP). To view each individual improvement plan, visit our Schoolwide Improvement Plan page on our website.
Finally, if your child attends a school that receives federal Title I funds, you also have the right to request the following information about the qualifications of your child’s classroom teachers:
- Whether your child’s teacher is licensed in the grade levels and subject areas they teach,
- Whether your child’s teacher is teaching under an emergency license or waiver,
- The college degree and major of your child’s teacher, and
- Whether your child is provided services by paraprofessionals and, if so, their qualifications.
If you have questions about our school’s report card, would like to become involved in school improvement activities, or would like to request information about the qualifications of your child’s classroom teacher, please contact your building principal or central office administration. You can find our district’s report card and search for other schools’ report cards on the DESE website.
Contact Robin A. Millen, Assistant Superintendent of Curriculum, Instruction, and Assessment, with any questions.
